VR Flood Control Showcase for Keelung River | Water Resources Agency
Axis3D developed a 3D virtual management system for the Water Resources Agency, based on real numerical and aerial data. The platform bridged policy planning and public understanding, turning flood control results from blueprints into visible, immersive experiences.
Client Background
The Water Resources Agency under Taiwan’s Ministry of Economic Affairs is responsible for national water resource and flood management planning. It actively integrates technological tools for hydrological simulation, disaster forecasting, and public engagement to enhance disaster prevention and communication of project outcomes.
Client Needs
To strengthen communication of the Keelung River management plan and demonstrate its expected impact, the Water Resources Agency sought to build an interactive VR system. The platform would clearly present terrain changes before and after management, flood simulations, projected engineering effects, and long-term outcomes.
Our Solutions
Axis3D built an integrated 3D VR flood control system based on real geographic data and engineering simulations:
Terrain Reconstruction – Combined aerial imagery and elevation data to recreate riverbank landscapes.
Flood Simulation – Integrated historical flood data, parameters, and engineering models to show water level changes before and after management.
Virtools Engine Development – Created an interactive system supporting mouse and control devices.
Data-Driven Visualization – Delivered clear previews of outcomes to enhance public understanding and policymaker confidence.
Outcomes
The system was successfully used in project briefings and educational exhibits, helping the public understand environmental changes and flood control effects. It also became one of the Water Resources Agency’s model platforms for information transparency and disaster prevention education.
